Does Storage Server 2K3 installs only on NAS or is it possible to install it
on normal intel based servers?
Where can it be downloaded to make a test installation ?

Storage Server is licensed only to OEMs. Also, different OEMs provide
different integrated features (e.g. Management integration, etc.) which
would generate different test 'experiences'.

I would recommend that you contact your preferred server vendor.
