Yes:
sudo apt-get install spim
You can also install a Nova, a VAX, a TI-99/4,
a spectrum or ...

MIPS is an ISA, spim is a program that implements that ISA in software. It's
the difference between a document that says how a chip should work and a
program that works like that document says the chip should.

The former is an architecture, usually implemented in silicon. The latter
is a software implementation of the former.
