Can we "copy" the main boot windows with all the configuration made, to the second one. Like using partition image or other features

Not sure if you mean a mirror hear or not. Assuming Windows Server 2003:

Or were you trying to build a static image on a secondary partition that
would be a fall back if something went awry on the primary?

Yes, this is the second point. A sort a update from the primary to the
backup.
