To enable FRS, all servers must be targets of the same link. The targets can
be member servers or domain controllers running W2K or W2K3. The snap-in
works fine if all the servers are part of the same domain. If the servers
are part of the same forest but not the same domain, you will need to make
some changes in AD before FRS can be configured using the snap-in.

The question you want is Q. Can I enable FRS replication on a DFS link whose
targets are in different domains?
You cannot enable FRS across different forests.
