There is no maximum. There are, however, some limiting factors that are
specific to each environment. As a general rule, the biggest sizing factor
is what the users are actually doing. Second to that is the amount of
memory installed. Then the drive subsystem (not to state the obvious, but
more & faster disks are better than fewer & slower). CPU (count and speed)
only comes into play if you are doing a lot of math (EFS, AV for high change
rate files).
For example, if every user is manipulating multiple GB of CAD/Multi-media
then you won't get very many (depending on the config dozens to hundreds).
If this is more a 'typical' server and you have 2GB+ RAM you should be able
to get 5k-->10k users without much strain (you could get by with less, but
overall perf will likely suffer b/c a lot of users implies a lot of files).
You want to make sure that there is enough RAM to load the registry System
hive into memory. The System hive keeps track of things like shares, print
queues, etc. If you have at least 1GB of RAM, the OS will allow the maximum
registry cache (200MB) which will help perf. All other memory is available
for the file cache. So, more memory is better.

more precise guidance.
