Yes, you can programmatically rescan the bus. Check out the following KB
article:

You can also look at diskpart.exe which is built in for 2003. Diskpart can
be used to issue a rescan through a script or command line.
I've found that HBA drivers aren't "up to speed" with 2003 yet, so I haven't
been able to rescan and find disks on my 2003 boxes. I always seem to need
to reboot to see the drives properly on 2003. Others might have different
experiences here, as I've been strictly using Emulex HBA's with EMC storage.
