I can't speak to the form-factor question, but you don't need a rack for the
box, you can just set it on a desk. We run 1u NAS boxes in our offices all
the time. One thing to note, however, is that most of them are
significantly louder than a 'normal' desktop box. The 1u box needs a lot of
air moving through it and most have multiple small diameter/high RPM fans
(to fit the 1u requirement).
As to the simultaneous users, there is no preset limit. From the general
description, you would be looking at one of the servers at the lower end of
the spectrum. You should be able to get several hundred users on it no
problem. Also, if you plan on upgrading from a base model, I recommend
spending the money on RAM first.
