Cypress CY7C68013A is not found on bus |

Hello
I have build a prototype board with the CY7C68013A-56PVXC chip.
The probem is that when i connect the board with the PC a device
will be found, but the vendor/device ID is 0000/0000.
When i start a reset the device will be removed from the USB bus.
The connections are all ok. I don't have a EEPROM on the board.
I have test the board with tow differnt signals on WAKEUP:
WAKEUP is on 3.3V:
Crystal: 300 mV/24MHz sinus signal
CLKOUT is on +3.3V
RESET is on +3.3V
D+ is on +3.3V (at a reset D+ goes to 0V)
D- is on 0V
WAKEUP is on 0.0V:
Crystal: XLATOUT is on +3.3V, XLATIN is on 0.0V
CLKOUT is on 0.0V
RESET is on +3.3V
D+ is on +3.3V (at a reset D+ goes to 0V)
D- is on 0V
What could be the problem ?
