Hello:

Frame synchronization is when you have a packet and you want to know
where the start of a frame which may contain numerous samples/symbols
is actually starting. So protocols will have a frame structure that
being with a certain know frame symbols (often called preamble). This
known sequence (e.g. Barker code) will be the way to detect the start
of a frame.

Symbol synchronization however associated with timing recovery..
whereby you would want to detect a symbol where there is minimum
interference from other neighboring or adjacent symbols. Hence you
would want to detect where the eye in the eye-diagram is lagest. The
phase of the sampling clock has to be adjusted in order to do this.

Symbol sync establishes the sampling instant for a symbol.
Frame sync establishes where the packet begins.
