file creation permission issues |

i'm running windows 2003 server with a share setup.
the share has the following ntfs permissions:
administrators - full controll
users - full controll
creator owner - no access
system - full controll
the share has the following share permissions:
everyone - full controll
the server is running a ftp software program
called "minolta page scope cabinet" verion 2.1.1 that
interacts with a dialta di3010f all-in-one
copier/fax/scanner.
the user scans a document in at the scanner and the
scanner (which is physically connected to the network but
doesn't actually have a user account) ftp's/creates the
document on the file server in .pdf format.
the problem starts here after the document is created in a
folder under the share, the permissions on the document
created are different than the inherited permissions that
should be on all files. it is like the scanner does not
have a user account (which it doesn't)when it creates the
document. administrator is logged in at the server and has
full controll and can open the pdf. administrator can
create a generic text file in that same dir and all users
have access to the text file and the proper permissions
exist on the text file that should be inherited to it. the
users do not have access to open the files/copy the
files/delete the files that the scanner/ftp program
creates.
the permissions on the files that get created by the ftp
program/scanner are as follows:
ntfs permissions:
administrator - full controll
adminisrators - full controll
system - full controll
is the share setup properly? is there something that
should be done with creator owner permissions from the
root of the share? should there be other groups with
permissions to the share that might change how the file is
being created with the permissions it gets? are there
other ftp programs that properly work with 2003 server?
