file sharing for mixed os clients

Im new to this so bear w/ me. I converted an old ALL
win98 network to Server2003 w/ mixed win98/XP clients. I
shared the data in server (mostly word docs and some
specific app data) on the server. I can see the shared
folders w/ word docs in them just fine. But the folder
w/ the app data I cant see. It's shared w/ everyone and
full control.
I created a new folder and shared it and can see it on
all stations. Don't know whats so special about this
folder. I log in as admin on the win98 client and still
cant see it.
I did a search but nothing too pertinent.

On a possibly related note.
I get the message when installing the app for that data
on a workstation. Even as logged in as admin.
"The installshield wizard(ikernel) could not be installed.
Ikernel.exe could not be copied to C:\program
files\commonfiles\installshield\engine\6\intel32
Make sure you have appropriate priveleges to copy to this
folder. (0x5)"

How long is the share name, and can the XP clients see it? Win9x can't see
share names longer than 13 characters, I believe.

Logging in as admin on a Win98 machine doesn't really mean anything.....
