questions marks in the help menu

I have a client when he click on Start then Help all the tabs are showing
questions marks. I replace the HHCTRL.OCX still the same problem. We also
check the files under the c:\winnt\help and some are showing a description in
the file type ?????. for exemple of the acc_dis.chm ????? HTML ??????
instead of "compiled HTML help file."

Any idea

Sounds like a mis-match of language and or character sets. Why would you
replace a OCX file?

Seems like a very serious problem. Did he try installing something for
another language on a English-language machine, or vice versa?
