Hi

Can anyone suggest where I might be able to obtain source code in C or
C++ for a simple program that transmits & receives UDP ethernet
packets using a Windows PC?

All I want to do is put a packet together and fire it off. Is this
possible?

Linux source is available -- it should have plenty of examples.

Get a book on network programming. You can use the "standard" socket
api. Just use SOCK_DGRAM instead of SOCK_STREAM when you open the socket.
