Without more information, the suggested solutions run from
using Microsoft Direct X to ventriloquism.
What is the context?
a) Running files on a computer?
b) Running streaming media on a computer?
c) Composite video?
d) CCTV?
e) Broadcast TV?
f) Basil Brush?

Well, that question is too general to be answered without more
information on your part. It's a bit like asking "how do I do DSP?". It
depends a lot on the operating system(s) you're working with, data and
media formats, interfacing between different components, etc.
