I want to make a drawing like the one on
http://www.cs.gsu.edu/pan/papers/ieeetn01.pdf
but I am unable to figure out how without using Latex or Frame or any other
product that takes a nice learning curve. I realize that once I start doing
some nice papers I need to use Latex. But until then, Is there any
Microsoft Product that will let me do that? I was told Visio had something.
But, I can't figure out how to do that. Especially making the lines do like
they are doing. Especially where the line comes out horizontally then right
at about 45 degrees (up or down) then right horizontally.

Any ideas?

Just to annoy you: There's an omega graph in the graphviz gallery.

As I understand, there's even a GUI (dotty), but I strongly prefer the dot
language. I think it's not ideal for omega graphs, since the basic elements
of these graphs are not available - that's really more a task for xfig.
xfig has an unconventional, but quite powerful graphical user interface.

Frame's learning curve for drawing is about 20 minutes, tops. I still

can't draw decent pictures in Word. Spend the money unless you don't
have it.

I hate to admit to this in public, but in a previous reincarnation, I had to
use PowerPoint (company policy) to do "architectural diagrams". You could
do this in Power Point fairly easily. Create the two basic "box types"
(with straight through and with crossed connections, including the
horizontal straight line extensions out of the boxes), then copy and paste
as many boxes as you need, where you need them, and lastly, use the
"connection" type of autoshape to "wire up" the network as you need to. The
final touch is to use the text tool to add the needed annotations. It is a
little tedious, but not difficult.

And yes, it does 45 degree lines.

The dot language seems excellent.

I am downloading graphwiz now and will use its output
in a paper I will be writing tonight.
