When implementing a CPU with ALU, gates etc. is it correct that the bit
patterns are to be read as two-complement?

I am trying to implement an ALU but am not sure if I should read the
bitpatterns as two-complement, signed or unsigned.

Does it matter to the gates how you read the patterns? If not, what's
most convenient?
