There's a great section in this book:

Marina Bosi, Richard E. Goldberg and Leonardo Chiariglione, "Introduction
to Digital Audio Coding and Standards", Kluwer Academic Publishers, 01
December, 2002.

It tells how to efficiently implement it using a canned FFT algorithm with a
wrapper around it.
